Governing board expands to 10 members
The Dallas County Commissioners have appointed three new members to the Parkland Health & Hospital System Board of Managers. The appointments bring the board membership to 10, an increase from the previous seven. The move comes following passage of Senate Bill 1461 this year enacted by the 84th Legislature that calls for an 11-member governing body.
Each member of the Commissioners Court now appoints two individuals to serve on the Parkland Board of Managers. In addition, the Commissioners Court names one member of the board collectively to serve in an “at large” position. Board members will serve staggered three-year terms, with as near as possible to one-third of the members’ terms expiring each year.
Marvin Earle was appointed by Commissioner John Wiley Price; Gonzalo Venegas, MD, was appointed by Commissioner Elba Garcia, DDS; and Michael D. Williams, was appointed by Commissioner Mike Cantrell. Commissioner Theresa Daniel, PhD, has named Paula Dobbs-Wiggins, MD, as her second appointee. Dr. Dobbs-Wiggins was previously named to the Board as a joint appointee of the Court in November 2013. County Judge Clay Jenkins has yet to name his second appointee.

Marvin Earle began his career working in healthcare and has a broad background in account management. His first job was as Nurse Recruiter for the 400-bed teaching hospital of Meharry Medical College, Human Resource Manager as Labor Union negotiator for an outpatient ambulatory clinic and Marketing Director for Riverside Adventist Hospital, all located in Nashville, Tennessee. During this time, he was appointed Colonel Aide de Camp by Governor Lamar Alexander for community and civic public service. He most recently served as a fundraising consultant and advocacy manager for MD & Associates where he provided consulting services to non-profit organizations throughout North Texas. Prior to that he was an underwriter at J.P. Morgan Chase Bank, N.A., and served as national mortgage liaison for non-profit agencies seeking loan work-out solutions for borrowers nearing foreclosure. In addition, he managed loan modification in compliance with Federal Regulators’ standards and evaluated the financial position of borrowers and guarantors to remain in compliance with investor guidelines using cash flow analysis, balance sheets, financial statements and appraisals.
Gonzalo Venegas, MD was born in Cotija, Michoacán, Mexico and received his medical degree from the Universidad Nacional Autonoma de México. In 1983, he immigrated to the United States and in 1988 completed his training in Obstetrics and Gynecology at The University of Texas Southwestern Medical Center. He practiced at Methodist Medical Center, Dallas, where he served as chairman of the OB/GYN department. With Methodist Medical Center’s support, he established Emmanuel Medical Mission which serves the poor in numerous countries including his hometown of Cotija. He has been widely recognized for his humanitarian work and is a published clinical researcher and author.
Michael D. Williams, FACHE, is President and Chief Executive Officer of Plano-based Community Hospital Corporation. He is responsible for the operation and development efforts of the 509a(3) organization, which was established to benefit community-based healthcare providers in the preservation of their community service mission. Through the provision of various forms of support including acquisition, lease and/or management and consulting, Williams has provided support to hundreds of hospitals in 35 states. Prior to joining Community Hospital Corporation, he served as senior vice president/chief operating officer as well as president and chief operating officer at Baptist Hospital of East Tennessee. Prior to that, he was vice president, Professional Services at Baylor University Medical Center, Dallas, and executive vice president and chief operating officer, Children’s Medical Center of Dallas. He was named the recipient of the 2014 Earl M. Collier Award for Distinguished Health Care Administration, the Texas Hospital Association’s highest honor.
