Proven track record in inclusion, contract management
Guy Toliver, JD, has joined Parkland Health & Hospital System as Director of Inclusion - Supplier Diversity.
In his role, Toliver will oversee programs, services and initiatives designed to enhance the diversity of Parkland’s workforce, vendor community and participation in civic and community organizations. He also will serve as a liaison and develop partnerships within the community to promote diversity and inclusion within the health system.

His background and experience in the areas of diversity and contracting will help guide us as we continue to enhance our supplier diversity program,” said Corey Jackson, JD, SPHR, CCP, Parkland’s Executive Vice President and Chief Talent Officer. “Parkland recognizes diversity and cultural competency are key elements in our region’s ever-changing landscape. Guy’s involvement in these areas will be important to Parkland’s success in achieving our strategic diversity goals.”
Toliver comes to Parkland from Dallas Fort Worth International Airport where, since 2013, he served as Business Development Manager. There, he reviewed joint venture agreement contracts for federal regulatory compliance, set Airport Concessions Disadvantage Business Enterprise (ACDBE) goals for airport retail, food and beverage and passenger services concessions, and managed a federal program that supported $400 million in concessions revenue annually. From 2009-2013, he served as Business Specialist at the airport and was responsible for setting DSMWBE goals for various solicitations in numerous departments for the $241 million professional services, non-professional services and goods and services program. He was also responsible for business diversity and development service for multiple departments including operations, administration and diversity, ITS, public affairs, revenue management, audit services and air service development.
Prior to that, Toliver served as Project Manager for Member’s Building Maintenance, Ltd., where he was responsible for the custodial and landscaping services contract totaling more than $24 million at DFW International Airport’s Terminal D.
Toliver holds a Juris Doctorate of Law from the University of Oklahoma. He earned his Bachelor of Science in Accounting Control Systems from the University of North Texas. Additionally, he is the chair of the Dallas/Fort Worth Minority Supplier Development Council Professional Working Group, and previously was a board member of the Dallas Black Contractors Association and the Greater Southwest Black Chamber of Commerce.
